Egress windows in Gatineau and Ottawa
An egress window can be part of the provisions for escaping in an emergency. Planning a basement bedroom or replacing a window? Your building, proposed work and property location determine what needs to be assessed.

Clear opening—not just window size
A product’s nominal size, glass area and actual escape opening are different measurements. The frame, window style and operating mechanism affect the available space. Check the manufacturer’s clear-opening specifications and the installed configuration before ordering. A correctly sized window does not, by itself, make a bedroom or dwelling compliant.
Two conditions, not one. A 380 × 380 mm opening is only 0.1444 m²: it does not meet a 0.35 m² minimum area. Both clear dimensions and area must be checked, along with the other applicable requirements.
02
Québec: identify the applicable code first
760 mmWell clearance benchmarkSubject to the code applicable to your project.
The Québec-amended 2020 NBC generally calls for an openable exterior window or an exterior door in each bedroom, with exceptions including sprinkler protection or direct exterior egress serving the floor area. Where a window is required, the benchmarks are a clear opening of at least 0.35 m², no dimension below 380 mm, and at least 760 mm of clearance in front of the window within a well. Operation and access must allow escape.
Municipal verification remains essential. Municipal rules determine the applicable edition for some small residential buildings, and alterations to existing buildings may have specific requirements. For projects governed by Québec’s provincial Building chapter, transitional provisions allow the earlier text for work starting before October 17, 2027, subject to the regulation’s conditions. This is not a blanket renovation exemption.
03
Ontario: a different rule
550 mmWell clearance benchmarkSubject to the code applicable to your project.
Under Article 9.9.10.1 of the 2024 Code, each floor level containing a bedroom within a suite needs at least one qualifying exterior window, unless a door on that level leads directly outdoors. This is not a general requirement for an egress window in every bedroom. Benchmarks are 0.35 m² of clear opening, no dimension below 380 mm, and 550 mm in front of the window within a well; the sash must not obstruct escape.
The 2024 Code took effect January 1, 2025. Renovations require a review of the existing-building provisions, including Part 11 where applicable. Creating a bedroom or an additional dwelling involves more than replacing a window.
04
More than a window replacement
Our assessment considers the clear opening, operating direction, access from inside and space outside. Basement projects also require attention to the well, any cover, drainage, weatherproofing and any foundation cutting or structural alteration. Required drawings, professional involvement and approvals depend on the project. Keep the escape route clear of stored items, snow and landscaping obstructions.

Check with your municipality before starting
Gatineau — The City distinguishes certain replacements costing under $26,000 from foundation or structural work and adding or removing an opening, which require a permit. Heritage and architectural-review requirements may affect the process. Confirm your situation first.
Cantley — Like-for-like replacement and an enlarged opening may follow different processes. Confirm requirements based on the opening’s type, configuration and dimensions, as well as site constraints.
Cantley: the consulted document contains draft headings. Confirm the version in force and required formalities with the municipality.
Chelsea — A limited exemption covers minor maintenance repairs below $10,000 without structural changes. Do not assume it covers creating or enlarging an egress window.
Val-des-Monts — Door and window replacement is listed among work requiring a municipal permit or certificate. Check before starting.
Ottawa, including Orléans — Creating, enlarging or relocating a window opening is listed as work requiring a permit.
Clarence-Rockland — Window replacement involving structural changes and basement finishing are listed as work requiring a permit.
